An estimated £100,000 is provided by UK bodies to support the promotion of UK shorts every year, but this is much less support than that available in countries such as France and Germany.

The report's recommendations include:
- An export and promotion strategy – for the entire sector
- A voluntary shorts association – to lobby for change
- An online vidéothèque and shop – for international film professionals
- A short film distribution fund – to help filmmakers reach a wider audience
- Establish baseline figures for sales and gather data on audience figures
- More theatrical slots and a stronger TV presence – to be achieved through short film sector and UK Film Council lobbying
